香港第一宗以《國家安全法》起訴案件，核心環繞“光復香港、時代革命”口號。

控方委托劉智鵬攥寫“專家報告” （“光時報告”），企圖以其“奇特”方式詮釋該口號的兩個關鍵用詞：“光復”和”革命“。

案件已結束，被告放棄上訴，算是蓋棺定論。也慶幸法院沒有接受“專家“對兩詞的詮釋，事件也算告一段落。惟日前僥幸獲得SOPA（ 亞洲出版業協會） 卓越評論獎，（SOPA獎有稱是亞洲普利兹），不妨溫故知新，以儆效尤。

此官方“專家報告”，居然曾呈堂法院！其内容，無論古代史、近代史、當代史甚至今天事，都有淺顯的嚴重錯漏；而其歷史學、文字學，也欠精準。

遺憾的是，因是黑箱作業，責任何方很難厘定：究竟是劉智鵬的水平，抑或是律政司的授意，還是保安系統的指示，甚或其他未知因素乃至外部勢力，也不得而知。一言蔽之：香港好久未見識如此低劣的傑作。
